It’s because you didn’t apply the crack.
You should get a crack folder after mounting the ISO file. After installing the game, you copy all the files in the “Razor1911” or “CODEX” folder (depend on which version you downloaded) and paste them into the game install folder.

you can’t just drop a random error and expect me to know what happened, search it on google and try all the things you can.
It’s not a random error. regfix; The file, is literally not found. It’s the second download. Do you not remember adding that file to the download?
Search that error on any searching platforms (google for example) and try all the solutions.

For Vice City you need to load saved game after the first cutscene (the car will disappear which makes your protag being stucked)
